TikTok has partially attributed the issue to algorithm testing and to the platform’s restructuring under U.S. regulatory pressure, including a proposed deal involving Oracle to retrain its recommendation system. In January, TikTok finalized a $14 billion deal forming a new U.S. joint venture with Oracle, Silver Lake, and MGX, ending a years-long legal standoff over ByteDance’s Chinese ownership.
